The Department of Health Abu Dhabi and NeOnc Technologies Holdings, Inc. have signed a Memorandum of Understanding to advance research and clinical capabilities in oncology and central nervous system therapeutics. The agreement, announced on October 21, 2026, establishes a framework for scientific exchange, specialist training, and the assessment of potential clinical trial opportunities in the Emirate.
The MoU was signed on the sidelines of the Abu Dhabi Future Health Summit. Amir F. Heshmatpour, Executive Chairman, President and Chief Executive Officer of NeOnc, stated that the collaboration aims to bring the company's development expertise together with Abu Dhabi's clinical capabilities to expand patient access to investigational treatments. H.E. Dr. Noura Khamis Al Ghaithi, Undersecretary of the Department of Health Abu Dhabi, described the partnership as a means to connect international expertise with local clinical capabilities to strengthen the evidence and skills needed to evaluate new approaches for complex CNS cancers.
The agreement builds on existing regulatory activity in the region. In June 2026, the Department of Health granted Investigational New Drug status for NEO100, covering Phase 1, Phase 1b, and Phase 2 studies in adults with progressive or recurrent Grade III or IV gliomas, along with pediatric studies pending further protocol review. That authorization followed a similar clearance for NEO212, also issued in June 2026. These clearances apply to clinical research conduct and do not constitute marketing authorization; NeOnc must still obtain separate Institutional Review Board approval before patient enrollment in the UAE can proceed.
Under the MoU, the parties will exchange scientific knowledge and clinical expertise in CNS oncology and rare disease therapeutics. The collaboration includes initiatives for training investigators and healthcare professionals in clinical trial conduct, neuro-oncology imaging, and molecular diagnostics. The parties also plan to cooperate on generating real-world evidence relating to CNS tumors in Abu Dhabi, subject to applicable data protection laws and required approvals.
The document further provides for cooperation on advancing clinical research, including studies of NeOnc's investigational programs, subject to a separate agreement and regulatory approvals. The parties will also explore the potential establishment of a regional presence and manufacturing or distribution activities by NeOnc in the Emirate. These potential activities remain subject to further assessment and definitive agreements.
Two pediatric patients in Abu Dhabi are currently undergoing treatment with investigational NEO100 under NeOnc's Compassionate Care program. A third child is scheduled to arrive from India this week to begin participation. Building on its existing clearances, NeOnc is working to open a Phase 1 study of NEO100 in the Emirate.
The MoU is not a binding contract. It takes effect upon signature and remains in force for two years unless either party provides at least three months' notice of termination. The agreement does not restrict either party from entering into similar arrangements with other institutions.
