Maelstrom chief investment officer Arthur Hayes argues that a falling EUR/JPY exchange rate could trigger a significant increase in liquidity for the crypto market. Hayes contends that this currency movement serves as an indicator of expanded dollar printing by the Federal Reserve.

In a recent newsletter, Hayes forecasted that the EUR/JPY pair could decline from its current level of approximately 185 to below 140 by June 2027. He attributes this potential shift to the currency strategy of US Treasury Secretary Scott Bessent. The analysis suggests that reallocation of assets provides allies with dollar liquidity without requiring an official expansion of the Federal Reserve's balance sheet.

The New York Fed recently sold euros to assist in stabilizing the Japanese yen, utilizing the Treasury's Exchange Stabilization Fund (ESF) instead of US dollars. Senator Elizabeth Warren has questioned Bessent regarding the justification for this use of the ESF, though Bessent has not disclosed the total amount spent. Hayes views this action as a precursor to broader patterns of financial support.

Hayes' thesis relies heavily on economic conditions in France. He posits that widening bond yields and fragile banking sectors could compel the Banque de France to implement unofficial stimulus measures ahead of the 2027 presidential election. Hayes notes that the gap between French and German bond yields is approaching its widest level since the 2011 euro crisis. However, this scenario remains Hayes' own framework rather than a confirmed policy shift, as no French or European Central Bank official has signaled such actions.

If strain on French lenders reduces their participation in short-term funding markets, Hayes argues the Federal Reserve would be drawn deeper into repo market purchases to maintain Treasury market functionality. He identifies a weakening EUR/JPY as the earliest warning sign of accelerating liquidity. A separate analysis by BeInCrypto links Bessent's buyback program to a $224,000 Bitcoin valuation through similar repo dynamics.

Maelstrom, Hayes' family office, maintains Bitcoin as a structural long-term position regardless of short-term volatility.
