Richard Belstock will retire as Executive Vice President and Chief Financial Officer of Plumas Bancorp and Plumas Bank effective January 1, 2027. The Nasdaq-listed holding company disclosed the transition on October 22, 2026, naming Kelsey Cassinelli as his successor.
Belstock has held the CFO position at both entities since 2011. Rather than leaving the organization entirely, he will continue with Plumas Bank as Special Assistant to the President. In this role, he will support the President and the executive management team during the leadership transition and on other matters as requested. Andy Ryback, President and Chief Executive Officer, said the company appreciates Belstock's dedicated financial leadership and many contributions to the organization.
Cassinelli, currently Senior Vice President and Principal Accounting Officer, will assume the titles of Executive Vice President, Chief Financial Officer, and Principal Financial Officer on January 1, 2027. She is a member of the company's finance leadership team with responsibilities for accounting and financial reporting. Cassinelli joined Plumas Bancorp and Plumas Bank in April 2026 after working at KPMG LLP since 2016, where she most recently served as a senior manager specializing in financial reporting, audit leadership, and complex regulatory matters.
Ryback noted that Cassinelli has demonstrated strong accounting and financial reporting expertise and a thorough understanding of the organization. He expressed confidence in her ability to assume the Chief Financial Officer role and lead the company forward. Plumas Bancorp acts as the parent entity for Plumas Bank, which operates as a community lender across Northern California and Northern Nevada.
The announcement includes a cautionary note regarding forward-looking statements about the leadership transition and future operations. The company stated that these statements are not guarantees of future performance and are subject to risks that could cause actual results to differ from expectations. Factors cited include changes in economic conditions, interest rates, capital needs, litigation, competitive pressures, regulatory changes, and the loss of key personnel. Plumas Bancorp stated it undertakes no obligation to update forward-looking statements except as required by law.
